A master planned community created as the Steiner Ranch Defined Area in 1987, roughly 4,490 acres northwest of the city between Lake Austin and Lake Travis. Large lots, long private streets, and amenities that belong to the association rather than to a city parks department.

The jurisdiction line

About 325 of those acres sit in the City of Austin limited purpose jurisdiction and the rest do not, which is why two neighbors can be under different animal enforcement without either of them knowing it. If you are unsure which side you are on, the practical answer is to meet the stricter standard.

Who makes the rules in Steiner Ranch

Mostly Travis County, not the City of Austin. The Travis County record for the Steiner Ranch Defined Area covers roughly 4,490 acres, of which only about 325 acres fall inside the City of Austin limited purpose jurisdiction. For most residents that means Travis County Code and Travis County Animal Control, not Austin Animal Services.

Under the county rule a dog must be kept on the owner's property, or leashed and under the owner's control, or otherwise contained when off the property, with citation and impoundment for non compliance. Austin's 6 foot maximum is a City rule and does not govern most of Steiner Ranch, though it does apply the moment you drive to City parkland.

No public designated off leash area. The community's own amenities are private and HOA run, open to residents rather than the public, so off leash time for most families means their own property.
