Who makes the rules in Buda

The City of Buda, not the City of Austin and not Hays County. Article 4.04 of the Buda code governs animal care and control.

Proper restraint means a leash, lead, chain or tether under the direct physical control of a responsible person, or confinement to the owner's premises. A dog outside a fence on its own land can already count as at large, and fines run $200 to $500 with no smaller ticket below that floor.
