The gate rules do real work: a leash carried per dog, city tag and vaccination tags worn, two dogs per adult, no unattended dogs. It is the best run gate policy in the southern metro, and it still cannot screen for temperament, which is the owner's job.

Who makes the rules in Kyle

The City of Kyle, not the City of Austin and not Hays County. Article IV of the Kyle code governs dogs, cats and small animals, enforced through Kyle Animal Services.

Off premises, a dog must be restrained by a leash or other physical apparatus of sufficient strength and length to control it, and the rule applies inside every city park. Fines run up to $500, and dogs four months and older must carry a City of Kyle license.
